HKUST joined the Shenzhen-Hong Kong Office for Marine Emissions and Control
The Institute for the Environment (IENV) of the HKUST has joined the "Shenzhen-Hong Kong Office for Marine Emissions & Control" ("The Office"). The Environmental Protection Department (EPD) of the Hong Kong Special Administrative Region (HKSAR), the Shenzhen Maritime Safety Administration (SZMSA), the Human Settlements and Environment Commission of Shenzhen Municipality (SZHSEC) and the Transport Commission of Shenzhen Municipality (SZTB) signed the "Cooperation Agreement for establishment of Shenzhen-Hong Kong Office for Marine Emissions and Control" in Shenzhen on 19 December 2017. Prof. Jimmy Fung (Director of HKUST's IENV), a member of The Office's Expert Advisory Committee, attended the Signing Ceremony.
Background - Signed in December 2016, the Agreement on Prevention and Control of Air Quality from Vessels between the Mainland and Hong Kong aims to facilitate collaboration between the two places in administering Domestic Marine Emission Control Area (DECA) in the Pearl River Delta region. Against this policy backdrop, Shenzhen-Hong Kong Office for Marine Emissions and Control was established in December 2017.
The Office’s vision is to become an advocate of eco-friendly shipping and a first-class organization in the world in controlling marine emissions. It provides a co-working platform for government officials and environmental scientists of Shenzhen and Hong Kong to share experience in curbing vessel emissions and exchange ideas of applying technological innovations. Through research, consultation and solution design, the overall standards and capabilities of the two cities in marine emission control are expected to be enhanced. It may also pave the way for China’s central authorities to tighten national standards and industry yardsticks in the future.
IENV has participated in The Office’s “Expert Advisory Committee” with major roles in developing a marine emissions control plan, conducting Shenzhen-Hong Kong marine emissions control research, as well as promoting the innovation and application of marine emissions prevention and control technologies.
